Category A1 Rules For Motorcyclists
Category a1 rules are for those who wish to ride small motorcycles. These motorcycles have cylinder capacity of up to 35 kW. They cannot be directly derived from vehicles with more than double their power.
Open category drone operations are divided into three subcategories - A1 to A3. You can fly current drones that have class label C0 or C1 in the A1 subcategory (fly over people) until January 2024.
A1
Category A1 is the first of three drone categories that are controlled by EASA. It is applicable to aircraft with the maximum takeoff mass (MTOM) that is 25 kilograms. Drones with the Class Identification Label C2 may be operated under subcategory A2 when they meet the size requirements, and the remote pilot has passed an additional theoretical knowledge test. This exam is designed to assess the remote pilot's understanding of the operational and technical mitigations to reduce the dangers of flying larger drones (class C2, weighing less than 4kg mass) close to people. The successful completion of this test is rewarded with an 'attestation of competence to fly category A2'.
Due to the limited availability of certified drones in this category, there are 'transitional' arrangements that allow non-certified 'legacy' drones to be operated in categories A1 and for a period of two years following the new EU regulations come into force. Legacy drones are not permitted to be flown over the heads of people and must be operated using an A2 CofC.
To operate a drone under this category, you need to first take the online flyer identification test and then complete a theory test. These requirements are similar to the driving license model, whereby the driver who has first obtained their licence for a vehicle of a lower category can then be upgraded to a higher category.
A4
The DOH is preparing specific guidelines for category A4. These will be in line with the other procedures and include specifics such as the number of dressing changes each day. These guidelines will be presented to the Inter-Agency Task Force for the Management of Emerging Infections, (IATF-EID) as well as the DOH National Immunization Technical Advisory Group. The IATF-EID and the DOH-National Immunization Technical Advisory Group will be reviewing and approving these guidelines prior to their being finalized.
Drones bearing the class identification label C0 or C1 may fly within 50 metres of people who are not involved in the incident. This is a very low-risk subcategory, however, strict precautions must be taken to mitigate incidents. Drones classified as A1 or A2 must take an additional theoretical test in order to operate in this subcategory.
This examination aims to assess knowledge of the added dangers associated with flying drones close to people. Successful completion of the test earns a certificate of competence for this subcategory. The pilot must also maintain at least 30 metres from an person who is not involved or 5 metres if flying in a slow flight mode.

The new category E effectively blends class A1 (retail), class A2 (financial and professional services) Class B1 (offices), class A4 (restaurants/cafes) and classes A5 and B5 (hot food takeaway). This category also includes health and medical reasons, creches and nursery schools, and indoor sports/recreational facilities. The new licensing system is expected simplify and reduce costs.
